Position Overview
We are seeking a seasoned Oracle HCM consultant to lead a critical 3–6-month strategic assessment, optimization, and implementation initiative within our People Technology function. This role requires deep functional and technical expertise in Oracle Fusion Cloud HCM with a proven ability to evaluate complex system configurations, identify gaps and opportunities, deliver actionable recommendations, and execute priority improvements hands-on.
This is a hybrid consulting and execution role. The successful candidate will serve as both subject matter expert conducting a comprehensive review of our current Oracle HCM instance AND as implementation lead directly configuring, testing, and deploying priority optimizations. You will assess our current state, develop a prioritized roadmap, then roll up your sleeves to implement high-impact changes in partnership with our internal People Technology team and external contractor resources.
What makes this role unique: You won't just write recommendations and hand them off—you'll build, configure, and deploy solutions. We need someone who can think strategically AND execute tactically, transitioning seamlessly from assessment mode to hands-on implementation.
Primary Responsibilities
Phase 1: Strategic Assessment & System Evaluation (Months 0-1)
Assessment & Discovery:
Conduct comprehensive review of Oracle HCM instance configuration across all deployed modules (Core HR, Time & Absence, Compensation, and integrations)
Evaluate current state designs against Oracle best practices and industry standards
Assess system configuration effectiveness in meeting business requirements and user needs
Identify configuration gaps, redundancies, and opportunities for optimization
Analyze how current configurations support (or hinder) People team strategic objectives
Review integration architecture and data flows between Oracle HCM and connected enterprise systems (payroll, benefits, timekeeping)
Evaluate security model, role structures, and access control configurations
Document current state configurations, business rules, and design rationale
Conduct hands-on testing and validation of current workflows to identify pain points and technical issue
Skills
Education & Experience
Bachelor's degree in Information Systems, Human Resources, Business Administration, or related field; OR equivalent work experience (6+ years in Oracle HCM consulting/implementation roles may substitute for degree)
Minimum 5+ years hands-on experience with Oracle Fusion HCM in implementation, configuration, or consulting capacity
Proven experience leading or contributing to multiple full-lifecycle Oracle HCM implementations (not just assessments—actual build and deployment experience required)
Demonstrated experience conducting system assessments, optimization reviews, or post-implementation evaluations
Hands-on configuration experience across multiple Oracle HCM modules in production environments
Experience managing small implementation teams including contractors and vendor resources
Experience developing recommendations and roadmaps for complex enterprise systems and executing on those recommendations
Oracle HCM Functional Expertise - Required (Hands-On)
Core HR module (deep hands-on expertise required):
Configure and troubleshoot Person, Employment, Assignment data model and complex relationships
Build and modify work relationship types, legal employer structures, and global configurations
Design and implement organization hierarchies: Location, Department, Job, Position, Grade structures
Configure Legislative Data Groups (LDG), legal entities, and multi-country setups
Implement personal information, contact management, and data privacy controls
Write and debug Fast Formulas for Core HR calculations and validations
Time and Absence module (deep hands-on expertise required):
Configure absence plans, policies, and accrual rules from requirements through deployment
Build and test time entry and approval workflows
Implement time calculation rules and repeating time periods
Configure integrations with payroll and workforce management systems
Set up absence qualification plans and eligibility rules
Manage absence cases and leave of absence tracking configurations
Compensation module (deep hands-on expertise required):
Design and configure salary basis, salary components, and pay structures
Build compensation plans (individual, workforce, total compensation statements) end-to-end
Implement grade structures, salary ranges, and pay equity configurations
Configure eligibility profiles and plan enrollment rules
Set up variable compensation plans (bonus, commission, equity)
Build and customize compensation worksheets and approval workflows
Configure budget pools and merit planning processed
Education
Technical Skills - Required
Must have hands-on experience with:
Writing and debugging Fast Formulas (Core HR, Absence, Compensation contexts)
Configuring integrations (OIC preferred, or equivalent integration tools)
Building OTBI reports and dashboards
Using HDL for data loads and mass updates
Configuring security (roles, data security policies, security profiles)
Testing and deployment processes (dev → test → production)
Oracle HCM SaaS quarterly update management
Must be comfortable:
Working directly in Oracle HCM configuration screens
Writing SQL queries for data validation and troubleshooting
Reading and interpreting XML/JSON for integration troubleshooting
Using Oracle Support and navigating My Oracle Support portal
Working in multiple environments (dev, test, production) simultaneously

Advanced Fast Formula development - complex calculations, database items, contexts, custom functions
REST API and web service integrations - building and troubleshooting
OTBI and BIP reporting - subject area creation, advanced data models, custom reports
HDL (HCM Data Loader) - complex data migrations, data cleanup initiatives
Page Composer and personalizations - UI customizations and page layouts
Inbound and outbound integrations with third-party systems (ADP, benefits platforms, timekeeping systems)
Industry & Implementation Experience
Oracle HCM Cloud implementation methodology and delivery approach (OUM, AIM, Agile)
Experience as technical lead or configuration lead on Oracle HCM implementations
Experience with global/multi-country Oracle HCM implementations
Industry-specific HR process knowledge (technology, manufacturing, professional services, healthcare, etc.)
Post-production optimization or system health check engagements where recommendations were implemented
Oracle HCM SaaS upgrade and feature adoption planning and execution
Change management and organizational change leadership
HR transformation or operating model redesign initiatives
Experience training and mentoring junior Oracle HCM resources
Certifications & Professional Development
Oracle Cloud HCM certification(s) in relevant modules (Core HR, Compensation, Absence preferred)
